Board of Education Meetings

Governor Gavin Newsom issued executive orders in March 2020 related to governing board meetings. The governor waived the Open Meeting Brown Act requirement for a majority of board members to physically participate in a public board meeting at the same location. Board members now are allowed to participate in board meetings remotely via teleconference during the pandemic. In addition, the requirement to make a physical location available for the public has been eliminated. A district can comply with public attendance and comment requirements by holding a meeting via teleconference, with members of the public allowed to observe and comment telephonically or otherwise electronically.

Public comments: The public may address the board regarding an agenda item or another topic that lies within the board’s jurisdiction. Individuals who wish to address the board should complete a “Request to be Heard” card located on the table at the entrance to the boardroom. Before the opening of the meeting, place the completed card at the recording secretary’s workstation.

Board policy limits oral presentation to three minutes or less. An individual speaker may not cede their time to another speaker. The board shall limit the total time for public input on each item to 20 minutes. The Board of Education is prohibited by law from taking action on matters discussed that are not on the agenda.
